Federal Infrastructure Investment Could Fund Hartford Tunnels

I recently joined U.S. Congressman John Larson at Great River Park in East Hartford to announce that he will introduce a 10-year, $1.8 trillion federal infrastructure package in Washington this September.

Among the projects it would fund is the Interstate 84 and Interstate 91 tunnel from Flatbush Avenue in Hartford to Roberts Street in East Hartford.


The construction would offer new business opportunities along the Connecticut River and create lasting economic development in the Capitol Region.

In June, I led passage of a bill in the Connecticut Senate to prioritize an infrastructure project to replace the Interstates I-84 and I-91 viaduct with a tunnel system to alleviate traffic congestion, revitalize the region and reconnect the North End of Hartford with the rest of the city. The legislation allows the Connecticut Department of Transportation to consider using federal funds to construct tunnels if such funds become available.

Significant benefits of the proposal include:

  • Bringing back the entire South Meadows neighborhood in East Hartford
  • Solving the long-term traffic problem
  • Connecting Hartford to its neighbors and the riverfront
  • Creating valuable areas for development in Hartford where the highways currently stand
