Senator Eric Coleman (D-Bloomfield) said the second deficit mitigation package approved by the General Assembly will reduce $131.2 million from the current year’s budget deficit but it also shifted $3.9 million to programs that are designed to keep rents more affordable.
The payment in lieu of taxes (PILOT) and tax abatement programs will provide $493,930 for families living in moderate income housing complexes in Hartford. This will provide rental assistance for residents in 938 family units and 684 elderly units. The $3.9 million fully funds the programs for fiscal year 2009.
Last year the General Assembly approved $3.9 million from Department of Social Services funds to cover the PILOT and tax abatement program for fiscal year 2008. Now lawmakers have shifted the $3.9 million from the Department of Community and Economic Department to cover the programs in the current fiscal year.
“In a period of time when many people are losing their shelter and their sense of security, this funding will enable many families in public housing and many elderly to remain in their places of residence. Losing their homes will be one less thing that these people will have to worry about,” said Sen. Coleman.
