On the last day of the 2009 regular session of the legislature, the co-chair of the Insurance and Real Estate Committee, Senator Joseph Crisco (D-Woodbridge) gained final approval of a bill that will expand health care coverage in Connecticut to focus on wellness programs and prevention.
The bill requires certain health insurance policies to include coverage for prosthetic devices and repairs and replacements to them, specified coverage for human leukocyte antigen testing to determine compatibility for bone marrow transplants and reasonably designed health behavior wellness maintenance.
There is also an improvement program that gives participants a reward, a health spending account contribution, premium reduction, reduced co-payment or deductible and coverage for licensed physician or advanced practice registered nurse-prescribed wigs for a person with hair loss diagnosed medical condition.
The bill also prohibits certain health insurance policies from imposing a co-payment, deductible or other out of pocket expense for a second colonoscopy a physician orders for an insured person in a policy year.
“This is historic health care legislation for Connecticut. It is sort of a Noah’s Ark, not because of the large size of the bill, but because of the lives it may save and the pain and suffering that can be avoided,” said Senator Crisco. “This wellness and prevention bill can also help save insurance companies money because early detection.”
