Led tonight by state Senator Gayle Slossberg (D-Milford), chair of the Government Administration and Elections Committee, the Connecticut Senate approved legislation in a unanimous vote by consent that creates a Health and Human Services Cabinet to evaluate the state's system of nonprofit community providers.
"Nonprofits provide services for Connecticut's neediest residents, and they do so at a great cost savings to the state," Senator Slossberg said. "However, nonprofits face the same financial difficulties as other businesses in our state, and the demand for their services is only expected to increase in the foreseeable future. Nonprofit community providers are continually forced to do more with less. This is simply not sustainable. We need to identify short and long-term solutions to the problems faced by nonprofits, and this legislation does exactly that."
The cabinet will identify funding issues; develop proposed budget recommendations; categorize community providers by function, financial status and constituency served; and identify best practices regarding funding.
By June 30, 2009, the cabinet will conduct a statewide assessment of the nonprofit community provider system structure serving the state; assess the contracting processes and make suggestions for streamlining, transparency and accountability; identify a sustainable funding structure; and develop results-based accountability measures for the human services delivery system.
By or before January 1, 2010, the cabinet will establish an integrated strategic plan for serving Connecticut's health and human service needs, including a identifying and outcome-based system that maximizes federal and state funding, a sustainable funding structure that addresses long-term funding solutions and methods to encourage cooperative services and programming. The cabinet will submit a governance plan to the governor and to the General Assembly's Human Services and Appropriations Committees by December 31, 2012.
The measure-Senate Bill 678-now moves to the state House of Representatives for consideration.
The 2008 regular legislative session adjourns on May 7.
