With a stroke of the pen, Gov. Dannel P. Malloy inked legislation into law that provides more humane treatment of Connecticut’s incarcerated citizens in what ACLU of Connecticut Executive Director David McGuire calls “an important step toward justice.”
Legislation that prohibits the state Department of Correction from holding any person under the age of 18 in solitary confinement becomes effective Jan. 1.
