Senate Democratic leadership today issued the following statements regarding the final Senate approval of an agreement with the state employee unions that will save taxpayers more than $1.5 billion over the next two years:

“Today, Democrats in the Senate voted for significant contractual concessions and systemic reforms to our state employee labor agreements,” said Senate President Pro Tempore Martin M. Looney (D-New Haven). “The SEBAC agreement is the most critical single piece of the budget equation, and today Democrats in the Senate wiped out 30 percent—more than $1.5 billion—of the projected biennial deficit.

“I want to thank my colleagues for their leadership and courage in approving this agreement.”

“This agreement is the latest step toward making government more affordable and more efficient for taxpayers,” said Senate Majority Leader Bob Duff (D-Norwalk). “Outside independent analysts confirm that the new SEBAC agreement makes important long-term changes to our state employee pension and benefit programs resulting in significant savings for taxpayers—roughly $24 billion over the next 20 years.”

“These savings are another important step toward reaching a final balanced budget that protects taxpayers, vital services and the important economic gains made here in Connecticut.”

“I voted today in support of the SEBAC agreement because I see this as something that will be helpful to people who are hurting in this state,” Sen. Winfield said. “The $1.5 billion dollars that we will save over the next two years as a result of this agreement is $1.5 billion that we won’t have to cut out of the budget, out of programs that provide vital services to our communities, programs that are going to be cut and which are struggling to survive. What we did today was a positive thing for all people in Connecticut, well beyond just those who are union members.”

Sen. Moore Welcomes Funds for Rehabilitation of Affordable Housing in Monroe

(Monroe, CT)—Senator Marilyn Moore (D-Bridgeport) today welcomed the approval of $400,000 in state funds to enhance housing availability and increase economic development in the town of Monroe.

“Not only is safe, secure, affordable housing a basic human need, but it also supports the overall economic success of our town and state,” Sen. Moore said. “I welcome this effort to continue improving and enhancing living conditions for our most vulnerable residents in Monroe.”

The town plans to rehabilitate 10 low and moderate-income households. Upgrades will include roof replacements, furnace and heating systems replacements, plumbing and electrical upgrades, window and door replacements, septic system repairs and energy efficiency upgrades. These upgrades are essential to make these homes both livable and energy efficient.

A total of $11.5 million is being awarded to 20 municipalities in Connecticut to provide upgrades and improvements to the state’s small town infrastructure.

Awarded under the Community Development Block Grant (CDBG) Small Cities program, which is administered by Department of Housing with funding from the U.S. Department of Housing and Urban Development, the grants are awarded to small towns that have a population below 50,000 residents and will advance projects that develop and preserve affordable housing, provide services to the most vulnerable residents in their communities, and also create and retain jobs.

Since 2011, DOH and the Connecticut Housing Finance Authority have funded nearly 21,000 units of housing across the state. This amounts to over one billion dollars of investment and is leveraged with another $2.5 billion in investments from the private sector and other sources.

In August 2015, Connecticut became the first state in the nation certified as effectively ending chronic veteran homelessness. It is one of only three states to have effectively ended veteran homelessness, and is the only state to have matched all chronically homeless individuals to permanent housing.

“The Attorney General’s opinion clearly highlights the constitutional dangers in the proposals put forth by the Senate and House Republicans. To represent the Republican plans as anything other than an extremely risky proposition is disingenuous. Republicans seem intent on creating their own Wisconsin moment here in Connecticut at the expense of tens of thousands of hardworking residents. Using this opinion as ammunition for their attack on workers’ rights is an intentional misinterpretation of the Attorney General’s cautionary statement and an attempt to shoehorn this opinion to fit their anti-worker ideology.”
