Statement from Senator Cathy Osten Re: Today’s Interior Department Decision on Mohegan Tribe and East Windsor Casino

State Senator Cathy Osten (D-Sprague) issued the following statement this afternoon following news reports that the U.S. Department of the Interior will officially publish notice on Friday that an amended gaming agreement between the Mohegan Tribe and the State of Connecticut is taking effect, thereby clearing the way for development of an East Windsor casino.

“I never thought this outcome was in question, but I’m glad it’s finally happened,” Sen. Osten said. “This decision puts us just where we want to be: continuing to protect jobs in Connecticut and revenue for the state.”

Bond Commission set to approve funds at its June 1st meeting

BRIDGEPORT, CT—Senator Ed Gomes (D-Bridgeport), Bond Commission Senate Chair Senator Marilyn Moore (D-Bridgeport), and Representative Andre Baker today announced the expected approval of a $2.4 million grant-in-aid to the Bridgeport Public Library for the construction of a new lower east side branch library.

Construction will include the renovation of an existing 14,000 square foot building located at 1174 East Main Street.

“This funding will help to ensure that the library can meet the needs of Bridgeport’s east side community by providing children, students, families, and seniors access to critical information and resources,” Sen. Gomes said. “This is great investment in our future.”

“As Senate Co-chair of the Bonding Committee I was honored to cosponsor this funding request for the Bridgeport Public Library. I am grateful for the opportunity to bring back funding to help our city’s build a library that will serve the community for generations to come,” said Sen. Moore. “I appreciate the support of the governor to get this item on the Bond Commission’s agenda.”

“The city is working hard to build a new branch of the Bridgeport Public library on the,” Rep. Baker said. “I am so proud of the work the Bridgeport delegation did to secure this state support for the project. This is an incredible investment in our community.”

The State Bond Commission is slated to approve the items at its meeting on Friday, June 1, 2018 at 10:30 a.m. in Room 1E of the Legislative Office Building.

Norwalk, CT—Seeking to protect the natural beauty of one of Fairfield County’s last undeveloped pieces of shoreline, Senate Majority Leader Bob Duff (D-Norwalk) today announced that the State of Connecticut is set to approve a $100,000 grant-in-aid to the Norwalk Land Trust for the remediation of environmental contamination on Hoyt Island resulting from a 2008 fire that destroyed the island’s caretaker’s cottage.

Hoyt Island is located at the confluence of the Long Island Sound and Village Creek a saltwater inlet of the Sound.

“Hoyt Island is one of the few remaining areas of Fairfield County shoreline that is not developed,” said Senator Duff. “Thanks to the hard work of the Norwalk Land Trust and this investment by the State of Connecticut, the island will be preserved for years to come—allowing indigenous wildlife and vegetation to exist untouched. I am proud to have worked with the Norwalk Land Trust and Governor Malloy to return this jewel of the Sound to its natural state as a nature preserve.”

“This is very exciting news for the Norwalk Land Trust and we are extremely thankful for all of Senator Duff’s work in making this grant possible,” said Seeley Hubbard, President of the Norwalk Land Trust. “Removing the PCBs and other contaminants will allow us to restore the environment and create a sanctuary for migrating birds.”

Hoyt Island was donated to the Norwalk Land Trust in 1979 by Countess Eleanor Guggenheim Josephthal Czapski who lived nearby on Wilson Point.

Previously, the Norwalk Land Trust and Audubon Society completed a conservation management plan for the Island and raised private funds to assist in the remediation and cleanup of the contaminants.

Sen. Osten Applauds State Aid for Electric Boat on June 1 Bond Agenda

HARTFORD – Just weeks after taking part in a historic announcement on the banks of the Thames River regarding a package of state aid for Groton submarine maker Electric Boat, state Senator Cathy Osten (D-Sprague) is applauding a forthcoming state grant to help achieve decades of job growth across Connecticut, particularly in the southeastern part of the state.

The State Bond Commission is scheduled to meet Friday, June 1 at 10:30 a.m. in Room 1-A of the Legislative Office Building in Hartford to approve $35 million for Electric Boat to help the sub builder buy equipment and machinery that will help it retain 11,300 jobs and create up to 1,881 new jobs across Connecticut over the next 17 years.

After meeting in Groton late last year with EB President Jeff Geiger, Sen. Osten spent much of this year advocating with the legislative and executive branches of government for a package of state aid for the submarine maker, which designs, constructs, and repairs submarines for the U.S. Navy and which is ramping-up its facilities to build three submarines a year by 2021.

On May 1, Governor Dannel P. Malloy announced a historic partnership with Electric Boat that will help the company grow its workforce by nearly 1,900, bringing it to more than 13,000 by 2034; the $35 million grant is part of that agreement.

“This is a big step in Connecticut’s support for one of the largest employers in southeastern Connecticut and one of the most important defense contractors in America,” Sen. Osten said. “In fact, I was just on base this morning for a change of command ceremony for the USS San Juan, and I talked with Jeff Geiger. We both recognize that Electric Boat’s success is integral to the economic future and economic success of Connecticut as a whole. This state aid for EB puts us on that path.”

Connecticut’s investment will allow EB to maintain its position as the highest-quality provider of submarines to the U.S. Navy, thus capturing additional overhaul and repair work while continuing the delivery of the Virginia Class submarines.

The company is also significantly expanding its Groton facility through the construction of a new dry dock and manufacturing superstructure. This new facility will house the construction and new Columbia-class nuclear powered ballistic missile submarines which will be replacing the ageing Ohio-class.

The Connecticut Department of Economic and Community Development (DECD) will provide incentives over the course of the agreement, including the $35 million loan for machinery and equipment through Connecticut’s “First Five Plus Program,” with loan forgiveness based on supply chain spend and employment.

As part of the agreement, DECD will also provide Electric Boat an $8 million grant, which may only be spent on third-party workforce development initiatives through community colleges, technical high schools, and organizations in Connecticut, such as the Eastern Workforce Investment Board to benefit the company and its manufacturing supply chain.

In addition, the state will provide $20 million for dredging, allowing submarines to be launched from a new dry dock and manufacturing superstructure being built to support new submarine construction.
