Senate President Pro Tempore Martin M. Looney (D-New Haven) and Senate Majority Leader Bob Duff (D-Norwalk) today released the following statements in response to the Connecticut Supreme Court’s ruling in the education funding case Connecticut Coalition for Justice in Education, Inc. v. Rell:
“The Court’s judgment today reaffirmed that local education funding is firmly in the purview of the General Assembly,” said Senator Looney. “Every child in Connecticut deserves a first class education. Our job will not be complete until we eliminate the inequities inherent our educational system and ensure that children in every city and every town across Connecticut receive a fair shot at academic success.”
“Regardless of today’s decision by Connecticut’s Supreme Court, educating our kids— especially our most vulnerable—remains our top and most important priority,” said Senator Duff. “We need an education system to that works for all of Connecticut’s children—one that graduates students who are prepared for higher education and high-demand jobs in an increasingly competitive global economy. It is why I was proud to have successfully led the fight this year to include education funding reform in the recently passed bipartisan budget.”

Senators Looney and Fasano: Betrayal of Agreement by Connecticut Hospital Association Will Endanger Federal Funds and Hurt Smaller Hospitals
Senate President Pro Tempore Martin M. Looney (D-New Haven) and Senate Republican President Pro Tempore Len Fasano (R-North Haven) today released the following statement regarding the decision of Connecticut’s hospitals to appeal the rate increases previously agreed to by the Connecticut Hospital Association and the administration.
“This is a thoroughly disappointing and shocking development,” said Senator Looney and Senator Fasano. “Democratic and Republican leaders incorporated the agreement negotiated in good faith between the Office of Policy and Management and the Connecticut Hospital Association into the bipartisan budget. The General Assembly has taken significant steps in recent years to ensure the long-term success of our hospitals, which provide access to health care and are economic drivers and job creators for communities across Connecticut. We consistently have supported Connecticut hospitals; however, today we learned that the Connecticut Hospital Association did not even have the respect or the courtesy to come to the legislative leaders to explain why they would contemplate going back on their agreement. We fear this about-face by the members of the Connecticut Hospital Association and betrayal of the agreement will endanger federal reimbursements and hurt the viability of our smaller hospitals.”

Senator Marilyn Moore (D-Bridgeport) announced today she will host a community conversation in Trumbull on Monday, January 22 at Trumbull Town Hall (Council Chambers Room) from 6:30 p.m. to 8 p.m.
Sen. Moore will be joined by Trumbull’s First Selectwoman Vickie Tesoro.
“The 2018 legislative session begins on February 7 so this is the perfect time for Trumbull residents to come speak with me about your ideas,” Sen. Moore said. “I’m here to listen.”

Duff Praises AG Jepsen Decision to Join 20 States in Asking Federal Appeals Court to Overturn FCC’s Net Neutrality Repeal
Senate Majority Leader Bob Duff (D-Norwalk) today praised Connecticut Attorney General George Jepsen’s announcement that Connecticut will join with 20 other states and the District of Columbia in asking a federal appeals court to overturn the Federal Communications Commission (FCC) rollback of net neutrality rules.
“Preserving an open internet is good for Connecticut’s businesses, startups, students and consumers,” said Senator Duff. “I applaud Attorney General Jepsen’s decision to join with states across the country in fighting back against the FCC’s damaging repeal of net neutrality rules.”
Last month, Senator Duff announced he will introduce legislation in the 2018 legislative session of the General Assembly aimed at protecting Connecticut businesses and consumers from the FCC’s rollback of net neutrality rules.
Senator Duff will seek to draft legislation to hold companies to their commitments not to block websites, throttle speeds, or impose prioritization pricing and to establish a process for internet service providers (ISPs) to certify that they will not engage in practices inconsistent with net neutrality principles.
Additionally, Senator Duff will seek to include language in his proposed legislation to hold companies accountable for warranties made to consumers as well as amend Connecticut’s consumer protection laws to include the principles of net neutrality.
