Looney to PURA: Follow the Law and Provide UI Customers Relief from Unjustifiably High Charges

Senate President Pro Tempore Martin M. Looney (D-New Haven) today called on Connecticut’s Public Utilities Regulatory Authority (PURA) to follow the intent of a 2015 law and provide a lasting reduction in the level of fixed charges by setting clear limits on what electric utilities may charge as part of the fixed charges portion of the bill.

United Illuminating’s present fixed charge of $17.25 per month is exceeded only by Eversource’s even more burdensome fixed charge of $19.25 per month.

“The fixed charges that electric companies are forcing Connecticut residents to pay are outrageous,” said Senator Looney. “Senate Democrats stood up for consumers in 2015 by passing a law that limits what electric companies could charge under the fixed portion of electric bills. United Illuminating’s current fixed charge of $17.25 is nearly three times as high as Eversource’s current charge in Western Massachusetts. Even relative to the highest of these out-of-state charges, United Illuminating’s charge is still 33 percent greater. This type of high fixed charge is inherently regressive, curtailing the ability of low-income customers to decrease their bills by using less electricity, and also blunting the financial incentive for customers of all incomes to conserve energy and thus help preserve our treasured environment.”

United Illuminating’s and Eversource’s charges are greatly in excess of any comparable charges assessed by their peer electric utilities in our neighboring states, including by Eversource itself in both Massachusetts and New Hampshire.

In 2015, Democrats in the General Assembly passed §105 of Public Act 15-5, which specifically directs PURA to adjust both United Illuminating’s and Eversource’s residential fixed charges the next time either company files a request to amend its rates as UI has done with PURA.

(b) The Public Utilities Regulatory Authority shall adjust each electric distribution company’s residential fixed charge upon such company’s filing with the authority an amendment of rate schedules pursuant to section 16-19 of the general statutes to recover only the fixed costs and operation and maintenance expenses directly related to metering, billing, service connections and the provision of customer service.

The law is intended to produce a reduction in the current level of fixed charges by limiting and explicitly defining what costs and expenses the fixed charges can recover: only those directly related to metering, billing, service connections and customer service.

PURA is expected to make a final decision on UI’s fixed charges this week.

The Office of Senate President Pro Tempore Martin M. Looney (D-New Haven) today announced that a compatible donor has volunteered to provide Senator Looney with a kidney. Senator Looney is scheduled to undergo surgery early next week.

Senator Looney has lived with Ankylosing Spondylitis, since he was a teenager. This form of arthritis affects the neck and spine. A long-term side effect of taking nonsteroidal anti-inflammatories to treat this condition is kidney problems.

“The outpouring of support and kindness has truly been overwhelming,” said Senator Looney who has received many calls from friends, relatives and strangers volunteering to be evaluated as potential donors. “I want to thank my volunteer donor for this extraordinary gift and I look forward to seeing all of my colleagues in the General Assembly on the opening day of the legislative session.”

Every year, it is estimated that more than 120,000 Americans are in need of a kidney transplant.

Senator Looney recommended that people who are interested in learning more about the living donation option contact the Yale-New Haven Transplantation Center at 866-925-3897. A transplant coordinator will share more information about living kidney donations, including details about blood work and evaluations, risk factors, the donor surgical experience and recovery process.

State Senator Saud Anwar was first elected to the Senate in February 2019 to represent the residents of the 3rd State Senate District towns of East Hartford, East Windsor, Ellington and South Windsor.

Saud was first elected to public office in 2011 as a member of South Windsor’s Town Council. He has served two terms as South Windsor mayor, once from 2013 to 2015 and once from 2017 to 2019.

Saud is a medical doctor with specializations in treating lung diseases and critical care medicine, occupational and environmental medicine. He currently serves as Chair of the Department of Internal Medicine at Manchester Memorial and Rockville General Hospitals. Saud was trained in pulmonary and critical care medicine at, and holds a Master’s Degree in Public Health from, Yale University.

Saud also works with humanitarian and peace initiatives on a local, national and global scale. He has organized medical missions for disaster relief, receiving citations for doing so from former Governor Jodi Rell, United States Senator Richard Blumenthal and Lieutenant Governor Susan Bysiewicz.

In South Windsor, Saud is a founding member of the South Windsor Hunger Action Team, Zero Waste South Windsor and the South Windsor Alliance for Progress. He is also the founder of South Windsor Haiti School Inc., a board member of the South Windsor Community Foundation and is a former chair of the South Windsor Human Relations Commission.

In Connecticut, Saud is the former commissioner of Asian Pacific American Affairs and served on the Health Equity Leadership Council of Connecticut, CT Health Foundation, and State Emergency Response Commission.

Nationally, Saud has testified to the 109th Congress’s Committee on Homeland Security, coordinated volunteer response to September 11, served as a consultant to the FBI’s Multi-Cultural Advisory Committee and spoke at conferences for the Department of Homeland Security and the office of former Secretary of Homeland Security Janet Napolitano.

Internationally, Saud served on peace missions to Israel and the Middle East, as well as medical missions to Haiti and Pakistan after natural disasters in those countries. He has spoken at conferences for Friends of Europe – Brussels and the United States Mission to the European Union, served as a consultant for the British Department of Communities and Local Government, and was Chief Coordinator for the Conference on Understanding Radicalization and De-Radicalization Strategies, which was broadcast live throughout the world.

Saud has been recognized by the American Red Cross for his response to September 11 and received the FBI Director Robert Mueller Award for Community Leadership and Alliance Building, the Anti-Defamation League’s Torch of Liberty Award, the National Council of Community and Justice’s Human Relations Award, the Manchester Community College Leadership Award, the Department of Justice Attorney’s Office Community Service Award, the South Asian Bar Association of Connecticut’s Trailblazer Award, the Eastern Connecticut Health Network member physicians’ Community Service Recognition Award and the Connecticut Bar Association’s Citizen for the Law Award.

Saud and his family, including wife Dr. Yusra Anis-Anwar, sons Taha and Taseen and his mother Zia Anwar, all live in South Windsor.

Duff, Leone and Tong: Darien To Receive State Support In Waste Reduction Efforts

State grant to be awarded for improvements at the Darien Recycling Center

Senator Bob Duff (D-Norwalk), Senator Carlo Leone (D-Stamford) and Representative William Tong (D-Stamford) announced today that Connecticut’s Department of Energy and Environmental Protection (DEEP) has awarded a $20,000 grant to the Town of Darien to further enhance the towns waste reduction efforts. The grant will be used to construct a permanent structure to be used as a Swap Shop at the Darien Recycling Center.

“The Swap Shop helps put old furniture, electronics and other items in the hands of people who want them while also keeping these items from ending up in the state’s waste stream,” said Senator Duff. “We teach our children that reducing waste is about the three R’s: Reduce, Reuse and Recycle. This new Swap Shop will help us focus on that second R, ensuring that more useful items find a home rather than getting tossing into a landfill. By increasing opportunities to reuse and recycle items, Connecticut is at the forefront of a national effort to limit waste and protect our environment.”

“Our environment is constantly under threat, and with a changing climate we need to do everything we can to reduce waste by recycling and reusing items,” said Senator Leone. “The Swap Shop gives our community the opportunity to donate goods and keep them out of our landfills. I am excited this investment at our Darien Recycling Center continues our efforts to act environmentally responsible.”

“The Town of Darien has been devoted to recycling and reducing waste to protect our environment. This grant is important in those efforts, and I want to thank all those who secured this funding,” Rep. William Tong (D-Stamford, Darien) said.

“Our swap shop was started by a handful of volunteers in a temporary tent-like structure nearly seven years ago, and was quickly embraced by the community,” said Craig Flaherty, Chair of the Energy and Recycling Advisory Committee for the Town of Darien. “The space allows Recycling Center users to freely trade a variety of usable items, thereby keeping them out of the waste stream. We are thrilled that this grant from CTDEEP will enable us to install a permanent structure which will allow for the continued success of the swap shop and to serve as a reminder to our community to reduce waste through sharing and reuse!”

The Darien Swap Shop was launched seven years ago and has become a popular fixture at the Recycling Center. It is regularly packed with furniture, plates, toys and numerous other items which are free for anyone who wants them. The grant will allow for the Swap Shop to have a permanent home to ensure it continues to operate for years to come.

Waste reduction grants like the one awarded to Darien are made possible through DEEP’s Recycling Incentive Grants Program, which provides funding to funding is available for municipalities with existing outstanding waste reduction and recycling programs and for municipalities interested in implementing sustainable solid waste financing mechanisms or other waste reduction, reuse, and recycling initiatives.

Darien’s legislative delegation and DEEP are committed to adopting a 21st century materials management strategy that transforms the way Connecticut manages trash and recycling. The goals are to reduce the volume of trash that must be disposed of by doubling the state’s recycling rate to 60 percent by 2024, and reclaiming more materials of value from the waste stream. Through this approach, Connecticut can reduce the environmental impacts and costs associated with waste disposal, conserve resources, and create new “green” jobs.
