Sen. Larson Statement Re: Dept. of Interior East Windsor Casino Decision
State Senator Tim Larson (D-East Hartford) released the following statement today following the posting of the U.S. Department of the Interior’s notice that an amended gaming agreement between the Mohegan Tribe and the State of Connecticut is taking effect, thereby clearing the way for development of an East Windsor casino:
“This decision is good news for Connecticut. Once this facility is up and running, the legislation provides for 10 percent of non-slot machine revenue to go directly into funding the statewide tourism marketing account to grow Connecticut’s tourism industry and further promote locations and events across the state like the Travelers Championship, The Hartford Marathon, and the Mystic Aquarium. The tribes have been excellent business partners who have been truly invested in our state and our communities. The joint venture in East Windsor will create thousands of construction and full-time jobs for the region, and protect one of Connecticut’s most important revenue streams.”

New Haven Parking Authority Set to Receive $5 Million in State Funding for Repairs and Upgrades to Crown Street and Temple Street Garages
New Haven, CT—State and City leaders today announced today that $5 million in state funding has been approved by the Connecticut Bond Commission for critical repairs and upgrades for two garages owned by the City of New Haven and managed by the New Haven Parking Authority: Crown Street Garage and Temple Street Garage.
“With all the exciting things happening downtown every day, it’s important that our parking garages and lots are upgraded to meet the needs of all the people living and visiting New Haven,” said Senate President Pro Tempore Martin M. Looney (D-New Haven). “Investing in these kinds of infrastructure improvement projects will allow our city to continue attract people to our local businesses and grow our economy.”
“Convenient, safe parking garages have a direct impact on the vibrancy of our downtown scene and these improvement projects will only enhance that,” Senator Gary Winfield (D-New Haven) said. “As chair of the General Assembly’s Energy Committee, I’m especially excited about the installation of cost efficient effective saving LED lights, the most efficient light source on the planet, which use less energy than traditional bulbs and last much longer.”
“These two garages are critical to the countless commuters who use them,” Representative Toni Walker (D-New Haven) said. “The lighting projects being undertaken will improve safety while saving energy, and the other repairs will help guarantee a longer life for the garages.”
“Recognizing these investments were some of the City of New Haven’s core priorities for state assistance, I am thrilled that we are able to help refurbish and improve these facilities so that thousands of visitors, patrons, tourists and commuters can take advantage of our thriving downtown amenities,” Representative Roland Lemar (D-New Haven) said.
“Improvements to these parking garages reflect our commitment to economic development,” Representative Juan Candelaria (D-New Haven) said. “The Crown and Temple street facilities are in the heart of New Haven’s retail and commercial districts so providing a brighter, cleaner and safer environment for motorists is critical to our local economy. I applaud the City’s legislative delegation, the Governor and Bond Commission members for approving these funds.”
“Having access to safe quality parking is a major challenge and is essential to attracting commerce and economic growth to our city. These repairs to our parking garages are much needed so that we are not turning away visitors,” Representative Robyn Porter (D-New Haven) said. “This $5 million in funding is vital to our effort to support businesses and attract people to our urban centers.”
“This investment today signifies a continued strong partnership and synergy between New Haven and our state, said Representative Al Paolillo, Jr (D-New Haven). “Being able to provide safe and secure access to parking is a key to economic development and attracting visitors to our city for the arts and the many other great shops, restaurants and attractions we have to offer.”
“All of us in New Haven are grateful for this state funding, to help the city meet its obligation to provide safe, suitable parking for all those who live, work, study, visit, and do business here,” Mayor Toni N. Harp said. “The garages to be improved, the Temple Street and Crown Street facilities, are 55 and 46 years old, respectively, with nearly 2,000 parking spaces and ready access to downtown businesses and attractions. State support to maintain these structures is vitally important—and appreciated.”

The State Bond Commission is slated to approve the following items at its meeting on Friday, June 1, 2018 at 10:30 a.m. in Room 1E of the Legislative Office Building.
- Replacing the lighting system with bright, energy efficient LED light fixtures and emergency lighting system
- $1 million for Crown Street Parking Garage
- $2.3 million for Temple Street Parking Garage
- $1.7 million for concrete repairs and waterproofing along, in addition to other miscellaneous repairs at Crown Street Garage and Temple Street Garage.

Lawmakers Secure $20 Million in State Grants for East Hartford and Manchester Projects
Sen. Tim Larson and Representatives Jason Rojas, Henry Genga and Jeff Currey today announced the Bond Commission’s approval of $20 million worth of grants-in-aid for development and job-creation projects in the towns.
“This is another example of how Connecticut is focused on growing our economy and providing jobs for the people who live in our state,” Sen. Larson said. “I will continue to work with my colleagues on the Bond Commission to ensure that all towns in the 3rd Senatorial District have a healthy influx of resources.”
“We all worked hard to get this funding for projects important for East Hartford and Manchester,” Rojas (D-East Hartford, Manchester) said. “The funding will increase economic and business development, create new jobs and housing, and improve infrastructure. Development along our riverfront will complement the commercial and residential growth that has taken place on the Hartford side of the Connecticut River and contribute to the vibrancy of the region. Silver Lane has been a concern for our community and this critical funding will jumpstart preparation of the corridor for future development opportunities as envisioned by Mayor Leclerc and the work of the Silver Lane Advisory Committee.”

“The East Hartford delegation appreciates the governor and members of the Bond Commission who worked for these grants,” Rep. Jeff Currey (D-East Hartford, Manchesster) said. “QuEST is a great partner and the additional jobs are a benefit to our local economy, while a new Founders Plaza parking garage will be a significant improvement allowing for the potential for additional development along the riverfront.”
The State Bond Commission approved:
- $500,000 grant-in-aid for East Hartford for preliminary design of a parking garage on East River Drive, adjacent to Founders Plaza, in East Hartford. The new garage will replace surface parking and an existing, undersized garage allowing for riverfront redevelopment and the creation of house
- $4 million grant-in-aid to QuEST Global Services—NA, Inc. to assist in acquisition of equipment and leasehold improvements at its facilities in East Hartford, Middletown and Windsor. The company will retain 578 jobs and create up to 225 new jobs
- $3.5 million grant-in-aid to CHR Capital Inc. for development of Promise House supportive housing for homeless youth in Manchester. The project will contain 13 income restricted rental units
- $12 million grant-in-aid to East Hartford for public infrastructure improvements for redevelopment of the Silver Lane and Rentschler Field corridor. The funding will be used for property acquisition, demolition and remediation to advance redevelopment efforts
