Senator Needleman Attends Annual CBIA Meeting and Reception With Fellow Democratic Senators to Discuss Improving Business Climate Statewide

State Senator Norm Needleman (D-Essex) joined several of his fellow Democratic State Senators at the Connecticut Business & Industry Association Annual Meeting Thursday evening in Hartford to meet with and talk to CBIA leaders and business leaders about moving Connecticut’s economy forward and how legislators can assist the business climate throughout the state. In addition to attending as a state legislator, Sen. Needleman also attended as a sponsor through his status as owner and CEO of Centerbrook-based Tower Laboratories.

“It is vitally important for the strength and well-being of Connecticut’s business community that legislators are willing and ready to hear their concerns and listen to their stories, and that’s exactly why I was pleased to attend this CBIA event,” said Sen. Needleman. “In addition to my work in the legislature, I own and operate Tower Laboratories, which employs hundreds of people in the state. That positions me as someone with a vested interest in bolstering our state economic climate, and I wanted to be available to discuss issues and determine where business and legislators can come together on important issues. I would also like to thank my fellow Senators for attending with me – we are open and willing to listen to any concerns from business professionals.”

DVA Commissioner Saadi Will Be Taking a Leave of Absence While on Active Duty with the U.S. Army

HARTFORD, CT – Today state Senator James Maroney (D-Milford) released the following statement in response to an announcement that Department of Veterans Affairs (DVA) Commissioner Thomas J. Saadi will be taking a six-month, quasi-leave of absence beginning Friday, November 15 while on active duty with the U.S. Army.

“I wish Commissioner Saadi the best as he continues to courageously serve our country,” said Sen. Maroney. “It is an honor to work with the commissioner as we strive to ensure our state’s veterans have the resources they require to flourish in our state.”

Commissioner Saadi expects to return to his position full time in mid-May 2020. The Commissioner was reconfirmed by the Connecticut General Assembly as commissioner of DVA in March 2019 after being nominated by Governor Ned Lamont to continue in the position he held since February 2018.

Commissioner Saadi previously served as acting commissioner of DVA from October 2017 through February 2018, and prior to that served as the agency’s chief of staff and general counsel. He received his commission as a judge advocate in the Army Reserve in November 2005, completed officer basic training in 2006, officer advanced training in 2014, and command and general staff college in 2016.

In his absence, day-to-day operations will be overseen by two senior DVA managers: Michael Clark, fiscal and business manager, and Joseph Danao, director of projects and operations.

SOUTH WINDSOR – State Senator Saud Anwar (D-South Windsor), a leader of the Federally Qualified Healthcare Center Legislative Caucus, toured on Monday the Hartford-located pediatric center operated by Community Health Center, Inc. In his time visiting the site and speaking with officials, Sen. Anwar discussed best practices moving forward for future meetings of the FQHCLC.

“It was heartwarming to see the work that the Pediatrics office of Hartford’s Community Health Center, Inc. has been doing to take care of the underserved community, especially the most vulnerable in the community, the children,” said Sen. Anwar. “Investment in the health of children has high long-term benefits, not only for their well-being but for their future potential. I’m glad the CHC is working in pediatrics and look forward to making sure the state does its part to help them achieve their goals through my work on the Federally Qualified Healthcare Center Legislative Caucus.”

Sen. Anwar toured the Pediatric Center with Masselli and other CHC leaders before a discussion between them about the FQHCLC and what matters are most pressing to the healthcare provider, which has more than 200 locations statewide, providing for more than 145,000 patients, both adults and children, across Connecticut.

CHC’s Hartford Pediatrics location provides healthcare for children from infancy to the age of 21, and leaders discussed many of the issues impacting their health, including treatments for chronic conditions including asthma and diabetes, having regular physicals and receiving medical treatment when ill.

Sen. Anwar plans to use the tour and discussion to guide his decision-making regarding future meetings of the FQHCLC, which sees legislators work side-by-side with members of the healthcare community to achieve better outcomes.

MILFORD, CT – Today at the Milford Senior Center, state Senator James Maroney (D-Milford) hosted a winter heating informational forum with state Representative Kim Rose (D-Milford). The two lawmakers were joined by Team Inc., which provided information on important programs to assist lower income individuals with heating costs this winter.

“This forum provided people in our community with the opportunity to learn more about important programs to assist them in heating their homes at an affordable price,” said Sen. Maroney. “Programs like the Connecticut Energy Assistance Program not only keep the homes of Connecticut families warm, but also it does so in a manner that enables them to budget for other household essentials and bills.”

The lawmakers took questions from seniors regarding affordable heating options and went into detail about The Connecticut Energy Assistance Program (CEAP). This program is designed to help offset the winter heating costs of Connecticut’s lower income households, specifically those households whose income falls at, or below, 60 percent of the state median income.

“These events are a great opportunity to connect with residents and remind them of the many resources our state offers,” said Rep. Rose. “For seniors who live on a fixed income, the state’s heating assistance program can make all the difference through affordable renovations that can protect families from harsh Connecticut winters and cut monthly electric bills.”

According to CT.gov, Winter Heating Assistance pays for a household’s primary heating source such as oil, natural gas, electricity, propane, kerosene, coal, wood and wood pellets on behalf of eligible households. Interested individuals can apply for CEAP at TEAM Inc., a community action agency helping sign people up for this important program. Eligible households may also be eligible for weatherization assistance, which can help in energy conservation and may lead to even lower heating bills. RE: Connecticut Port Authority Audit

Dear Chairman Leone and Chairman Lemar,

We would like to thank you for your leadership as the Transportation Committee undertakes its review of the operations and governance of the Connecticut Port Authority. As we have stated, we believe the informational hearing conducted by the committee was just the first step in understanding various concerns with the Port Authority, evaluating the impact these concerns have on achieving Connecticut’s economic development goals for our ports, and allowing the Transportation Committee to develop policies, procedures, and strategies for success.

As you know, the Auditors of Public Accounts completed their audit of the Connecticut Port Authority. This audit has produced a number of alarming findings, which reaffirms the original information presented by the auditors at our August hearing. It is clearly evident that improvements need to be made. These areas include a lack of statutorily required policies, including procedures concerning the use of surplus funds, affirmative action, and annual ethics training for employees; inconsistent or nonexistent records management or financial accounting systems; a lack of an established protocol surrounding meal, travel, and entertainment expenses; and expenses regarding legal and consulting fees that are beyond the norm.

With this recently released audit in hand, and with requested information recently received by the committee, we now believe that our previous request that the Transportation Committee hold a second informational hearing should be held within the next two weeks. We also believe past and current board chairs and employees of the Port Authority should be required to attend to offer their opinions on what went wrong at the Port Authority, and what we as legislators can do to correct or prevent such occurrences in the future.

It is important we meet in order to develop legislation that will outline what we should put into practice and law to prevent this from occurring again.

Senator Anwar, Hartford Bags of Love Host ‘Sleep Out’ to Raise Funds, Awareness of Local, Regional Homelessness Saturday

SOUTH WINDSOR – State Senator Saud Anwar (D-South Windsor), Senate Chair of the Housing Committee, and local homelessness support charity Hartford Bags of Love will host a “Sleep Out” event in South Windsor’s Nevers Road Park Saturday. This event, which asks attendees to leave the warmth of their homes and sleep outside overnight, is meant to raise awareness of the plight faced by homeless individuals in our community and show the difficulties faced by far too many individuals today. U.S. Senator Richard Blumenthal will attend a public discussion of homelessness at the start of the event.

The event will take place beginning at 6 p.m. at Nevers Park, located on Chief Ryan Way in South Windsor. It will begin with a discussion on homelessness featuring community members who work to help homeless individuals and community members who have experienced homelessness. Attendees are encouraged to stay after the discussion ends to spend the night outdoors, sleeping in the park to experience what it’s like for those struggling with lack of stable housing.

“No one chooses to be homeless on their own,” said Sen. Anwar. “It is sometimes caused by individual challenges, and sometimes caused by the collective challenges of our community and society. In my interactions with a number of homeless individuals in our community, I was surprised to learn about three-quarters of our regional homeless population are not from Hartford but from regional suburban towns. This is a regional problem, not one limited to one city. It is important we all unite around this and be a voice to help individuals at the brink of being homeless and help those who are homeless to return to safe environments, allowing them to be useful, effective citizens in our society.”

“While we have been successful, in the state of Connecticut, to address the challenge of homelessness in our veterans and in other at-risk groups, our job is far from over,” said Sen. Anwar. “We need to keep this on our priority list, strengthen our existing systems and invest in our strengths to achieve stronger results.”

Sen. Anwar is co-hosting the event with Hartford Bags of Love, a nonprofit charity started by 11-year-old Tiernan Cabot. After volunteering to help the homeless on Christmas Day 2016, Cabot started the charity as a way to help those less fortunate. Hartford Bags of Love collects hygiene and cleaning products, clean clothes and food, placing them in “bags of love” and distributing them to people without consistent housing. One of the biggest roadblocks for homeless individuals is clean clothing and the ability to prepare for job interviews – Cabot began the charity to help them find employment and overcome the struggles they face.

According to the United States Interagency Council on Homelessness, as of January 2018, roughly 4,000 citizens across the state experienced homelessness on any given day, including more than 500 family households, nearly 200 veterans and 187 unaccompanied young adults. In June 2019, that number was reported to have dropped to 3,033 people, the lowest rate seen in the state since figures began being collected in 2007, according to the Connecticut Coalition to End Homelessness. Work must continue to ensure the numbers keep dropping.

Factors that can contribute to homelessness can include unemployment, medical issues including chronic illness, mental illness or addiction, or social issues, including domestic violence. 23 percent of 2,000 homeless individuals told the CCEH they became homeless fleeing domestic violence, sexual assault or stalking, while 18 percent reported severe mental illness and 8 percent reported drug or alcohol dependency.
